Narcissa may consider the cost she'll have to pay (the legal cost, that is) worth the imprisonment of Harry, sadly. Draco is trying to make her see what else it cost her.
In this case, I'll say that the curse is not going to influence Harry in his desire to protect Narcissa. It was entirely due to his own idolization of family and parenthood.
