Kingsley will be a lot freer to act against Narcissa. It will be proving anything against Lucius or Diggory that's the problem. And of course he can't let Harry go yet, because there is evidence that Harry did devour one person's magic.
If it were a different kind of relationship, say friendship, I think Harry would have grasped this by now. But he's very family-oriented; I think you can see in the books how he idealizes family bonds and is left very lonely by not having any more.
