I think Harry's right to hesitate. As he keeps telling Draco, he was there, and Draco wasn't. So he can fairly say that Draco isn't really sure what he wants.
Not only that, but he would need a lot of pretty strong emotions to take Daphne's magic- which the potion itself prevents him from developing.
