And no, she didn't mean to sound controlling. She knows that she doesn't control who Harry spends time with now, and she no longer has the say of a girlfriend. But she is concerned as a friend might be concerned about someone who doesn't realize that his new gang has a reputation for theft and vandalism.
That analysis of Draco could well be true. He isn't proud of what he does with Daphne, anyway; he's irritated with himself for not figuring out some way out of this dillemma that didn't involve Daphne.
Draco will find a way to convince him, but it would have to happen slowly.
