Well, part of the problem is that Draco doesn't really remember what he and Daphne do together, so boring her will not be as easy as he thinks.
Her reaction to Harry is all based on the Incident. There may be things he doesn't know about- he never knew how bad her nightmares got, for instance- but she isn't secretly guilty. She may be naive, though.
