Really interesting analysis of why a relationship between Draco and Harry just wouldn't work right now. And yes, I don't think it will as long as Harry's on the potion. (Draco would not want it while he's on the potion anyway). He's too controlled, too able to step back from his emotions in a way Draco can't.
I'm not sure Draco telling Harry about how he feels about the potion would work. Harry would try to laugh and reassure him that nothing was wrong. It'll take some more time for them to get to know each other and for Draco to have that amount of influence over Harry.
Harry is content to throw his weight around where the other two tell him he should. He knows he's a political novice and doesn't expect to take the lead.
