Both Harry and Ginny made the Incident into more than it needed to be. However, I think Harry is right to be afraid of the awesome strength of his magic. He had no idea he could render someone else powerless, and it was a horrifying discovery. And his intense jealousy does cause some problems later.
Part 3 is where the slash really comes into play, yes. The second part is mostly about politics and maneuvering.
