Harry's issue is not exactly control- or, at least, it's not control of everything, only a few specific things. When he reveals the secret and the Incident, I think your perception of him will probably change.
Why are you split in your thoughts of Draco? If it's because he relinquishes a bit of his power, well, he has to. He's just not as powerful and rich as people like Cordelia Nott, especially without his family's backing. You don't borrow money from someone and then try to cheat them out of their fair share- unless you don't want anyone to lend you money ever again.
Feel free to mention your guess; in this case, I think the course of the story is settled enough that it probably won't be influenced.
