Since other people are making their guesses I shall make mine as well. :3 It's an anger inhibitor, or possibly even an emotional inhibitor. From the clues you've dropped I feel like that his magic is so strong that when his emotions get out of control, especially his anger, it escapes and does damage. This allows for all Incidents that havee occured so far: the incident with Ginny, the not being able to say what is good and evil anymore. That is my guess anyway.
