Harry still doesn't think Draco has much ethical basis to stand on. He's seen him react out of love for other people and fear of his own life, but that's different from seeing him react out of principles.
The next horror will be coming up in Chapter 6! And as for the end, it's pretty firm in my mind; it'll just take a while to get there (this is getting longer than I thought it would).
