In this story, I hinted (though I don't think it was enough) that teaching children Latin as a native language was a fad that swept through the pure-bloods when Draco was young, as well as some of his friends. He mentions that they're the only ones he knows who can also speak it. Neither Lucius and Narcissa nor anyone else in the older generation can.
