He's been getting more and more quietly desperate about what to do with regards to the Horcruxes. On the one hand, he doesn't want to take away Harry's hope, but on the other hand, waiting until the last moment might cause Harry to rebel and would be cruel in its own right. There is no easy way, and he probably took the way that seemed effective because of speed rather than considering whether it was the best one.
