I thought that, since Harry is going to move forward with things in a few chapters, it would be best to give him a basis of reality to build on. He's not necessarily going to initiate a relationship- the way his relationship with Ginny failed makes him wary of that- but he will push Draco into some things that he doesn't know Draco wants to discuss.
Draco simply didn't think of getting a gift. For him, that's a sign of intimacy, and he didn't think Harry would welcome it.
Draco really does wish that Narcissa would take her insight and go elsewhere sometimes.
Harry, I think, doesn't really understand the strength of Draco's desire to give him something equal to what Harry gave him. He may know it better in later chapters.
