I think you could definitely see it that way. If Harry was mentally healthier- and if he hadn't been absolutely disgusted by Keatson since he found out about his fantasies- he would probably make a serious stink. He still might when he gets healthier.
About the only leash absolutely on Draco right now is that he would not deliberately try to manipulate Harry. He is interested in seeing him get back on his feet, and a lot of his fantasies have to do with that. He also knows that Harry hates the limelight, so trying to use him for, say, better publicity for Corybantes would just make him run away. There will probably be a contest in the future between Draco and a stronger Harry.
