Oh, I definitely think Dumbledore could have done this. His fear has paralyzed him, and that's unacceptable. When Snape is braver than Dumbledore, you know there's a problem.
In this story, at least, Dumbledore is more comfortable with the less personal aspects of that care, such as watching out for students' lives, than he is with talking one-on-one with anyone and trying to offer counseling.
