I did that for two reasons. For one thing, I really couldn't think of a punishment bad enough for them, or at least a punishment that Draco would think was bad enough. And inflicting damage on them would have meant Draco was breaking his promise to Harry. That would leave a slight bitterness behind that I didn't want.
