I think part of the reason that Draco loses most of the time is because he lets his emotions take over where Harry's concerned. He runs straight to McGonagall when he wants to report that Harry and his friends have a dragon on the roof, but he doesn't think about the fact that he'll also get in trouble for breaking curfew. He comes up with the idea to dress up as Dementors on the Quidditch Pitch and frighten Harry, but he doesn't think about the crowd's reaction. He simply can't plan ahead.
