No, it isn't a tragedy in the sense of having character death. There's heavy angst, though.
Draco is slowly coming to realize that he has Harry- but he thinks of it as having him in his clutches, not having his heart. The idea that this could be love has never entered his head. And Harry doesn't really think of it as love either, if only because he believes that you need to have the possibility of pursuing a love relationship. He assumed Draco would never let him close.
And thank you! Lucius will probably be even more sympathetic as the story progresses (or so I hope) and he gets placed into a variety of impossible positions.
