Well, Harry's had ten years to test his magic and find out what he is and isn't good at (recall that he never mastered the skills to turn himself into a woman below the waist, so there are some limits). Maybe he could act like a Dark Lord if it was impulsive, but his rational assessment of his magic is that he couldn't.
Well, those ten chapters will mostly tie up the main questions of the story. There are other ways the story can keep going beyond the end.
