In this case, I thought Harry really needed to confront Kingsley as soon as possible, and that it was likely Kingsley would listen. He does consider Harry a friend, though a friend causing an awful lot of trouble right now.
Draco and Harry are going to have an argument about those "dreams" next chapter, actually.
