It probably doesn't help that Harry is such a Gryffindor. He could have such a claim on the people of the wizarding world. Someone like Draco would have pressed it and insisted on being paid for acting as a public servant, even if it wasn't with money. Harry won't, and people mistake his modesty for his being a pushover.
