I wouldn't necessarily agree that Harry has to get rid of either Ron or Draco from his life in order to enjoy the company of the other. (I'm determined to write a story, one day, that will show them coexisting, even if uneasily, because both of them matter to Harry). But in this case, it probably does make his love affair with Draco easier.
Well, consider that Narcissa and Lucius would have had to know exactly what Draco would do, and they've proven they don't really understand him. As well, having Hermione and Millicent in the Ministry, so near Harry, probably isn't the ideal situation.
As for the easiness of her entrance, remember who they have for an ally.
Yes, Narcissa's attitude is kind of baffling, but I think magic would intertwine itself deeply into the old wizarding families. We've seen contempt in canon for Squibs, and for people who don't finish their wizarding education, like Hagrid, or who can't use magic at all, like Muggles. So it does make sense that Narcissa is willing to preserve, at all costs, the thing that makes Draco different from Muggles.
I promise that spell has a translation that makes sense, if only in my head. :)
