I can't yet tell you Harry's plan, but the culmination is not so many more chapters away.

As for whether he's the best person, Harry can't be certain of that. He'd feel a lot more confident if he'd had Healer's training or dealt with something like Draco's situation before. And until he's certain, he's reluctant to promise only because he might do Draco damage by doing so.
