I don't think it's so much that Harry forgets Draco's manipulativeness as he decides that Draco probably won't care to manipulate him because Harry is already giving him companionship and protection freely. (It would be different if he'd been grudging towards Draco from the beginning). He forgets that Draco might always be satisfied with the kind of companionship he's getting.
