Why are you split in your thoughts of Draco?
Well, throughout the story he seemed a bit inconsistent in my mind, I hope you won't mind me saying this. It is like he can't decide (the thing is that I can't put this well in words, I hope I'll manage fine) what exactly he should do.
On the one side he wants to prosper and he has found a way to achieve it. I admire that part of him, the one that managed to rise above his upbringing to form a person that believes in himself and his ability to achieve success without the backing of his family and the money they can supply him with.
On the other, he realises just how dangerous Cordelia Nott is, and still he doesn't use what is within his reach to get rid of her influence over him. Which is where my nagging idea comes into play.
Considering that it simplifies the story a great deal (even if there are a whole lot of other problems that might arise) I don't see it as a possible part of the story as you plan it.
The thing is that Harry himself mentioned that money isn't an issue as far as the potion is concerned. So I'd say the sensible decision (and one that a Slytherin!Draco, who knows how to use all his options and how to make the situation the best for his purposes) would be for Harry to buy off Draco's debt, meaning that he lends Draco the money necessary to pay off his debt to Cordelia and thus liberate them both from her clutches.
I foresee that should this come (if it is part of your plan, which I said I strongly doubt) both Cordelia and her protege Mr. Diggory would be quite enraged and set to avenge the fact that something of enormous magnitude has been taken away from under their noses.
So to continue on Draco - he just seems like a person (or I like to think of him as one) that wouldn't allow anyone to run him into a corner as you seem to have allowed Cordelia to do. I mean, I'd expect of him to try to gather as much info on her to have something to hold over her. He seems to have researched her, but it's like it stopped midway. Do I sound coherent at all? For I am not sure I do. Anyway...
