And no; I really don't think I could have done a whole plot just about the brewing, though the coming chapters do align the characters better.

Glad you liked why Draco revealed his background. He's not just going to offer something for nothing, after all. :)

In this case, Draco would have to know more than that the Incident occurred. With his partial information so far, he's extremely likely to make a snap judgment and be wrong.

Diggory would probably ask why someone should want less than complete power if he's running for Minister! Leaving your enemies there to overthrow you is just stupid. But yeah, he's slimy in some ways, and Harry really doesn't trust him either.

Diggory has a purpose to this visit, but it wasn't to find out about the potion (which would look suspicious, if he asked about it).
