I don't see how he couldn't have inherited magic from both parents, since both Lily and Snape (or James in the canon) had magic. I don't think anyone really understands why some people have magic and some don't, but the "two magical parents" question seems to be proposed as a criterion only be pure-bloods who, like Draco, think that only two pure-blood parents count as a witch and wizard.
