Harry does have trouble adjusting to the idea of someone wanting him and wanting to be around him, I think. And in this story, he's further scarred by the fact that he couldn't be enough for Ginny, and that's the main reason she broke up with him.

Harry is one of those people who think that, if you enjoy something you do, it must be selfish. Hence his focus on selfless altruism, and the idea that if he does something for Draco and feels pleasure from it, then he's being selfish.

Eventually, he will begin making moves to deal with his emotional shit, though not for himself; it will still be for other people, at first. Mostly Draco.

Draco panicked because he didn't understand what was going on. He probably would have reacted a lot better if he could have seen Harry take a curse or eat poison.
