Well, he did manage to act rationally in earlier chapters. The nearness of Harry and the heady feeling of finally being able to confess his fantasies was responsible for the way he acted here. He will be more cautious now that he knows how Harry reacts to that.

And Draco does says that the spell-nets are not attuned to him or his employees, on purpose.
