Draco's pride and stubbornness work to make him stick to a target in various ways. If he could back off and romance someone else, I think it's possible Harry would give him more consideration, just because it would be unexpected behavior. But being Draco, he's stuck on revenge He wants to make Harry look like a fool in return before he walks away.

(This doesn't serve him very well).

I know what you mean, but that is the kind of story I prefer to write, because I sympathize more easily with Harry and I think there's a limit to how attractive Draco can be to Harry without being OOC. Harry has to build interest in him, in my opinion. And in this case, Harry has little reason to resolve his identity issues without outside pressure.
