i like the sound of Penance and I love the idea of RtP - how would you format it though? You said novel-length, but the premise (to me anyway) seems like it would better fit chapter-long vignettes and would have to set itself up as a series to do novel length. Not that that's a complaint.

Plus of course it's a setting rather than a plot so really what I'm saying has no merit. Never mind.

A good spread, as usual, and the ideas I've seen before suggest a new (and better) take on them. Huzzah.
