Draco only wishes he could stop Hermione and Millicent; knowing what Diggory, Lucius, and Shacklebolt so far have suffered, he knows better than to think he could actually do it. :)

The problem with showing the Pensieve memories to Rita is that they're memories, rather than an interview or a written confession. What she reports would essentially be her own interpretation of those memories, nothing more (since I don't think Draco or anyone else would be comfortable with letting her keep them), and Diggory could easily deny them. When they're presented in an official legal and political context, they'll be much harder to deny. Besides, having Skeeter report them would reveal the alliance between her and Draco easily, since there's no other way she could know about the attack; at the moment, Diggory doesn't know that exists.

And Draco isn't filing charges against Diggory for much the same reason that they won't let Skeeter have the memories. This is a very delicate balancing act at the moment. Diggory could say that he ordered his men to defend him, not to murder Draco, since Draco provoked the attack by making that threatening movement in his direction, and the recording would not clearly show otherwise. It's best to hit Diggory with this in the middle of the trial, when other people can see those memories and he doesn't have the time to think up lies.

Kingsley is impressed with Diggory's ability to play the political game, which is all he's done for several years now. He's forgetting that there are other qualities that might be lacking in a good Minister.
